Twenty-one reviews put a business in third place in one Tucson map pack. In another category, 349 reviews barely got a company into third. Same city, same week, same three-result box. We went looking for the number every local owner asks us for and found that there is no such number, only a number for your category inside your radius.

There is no universal review threshold. There is a threshold for your category, inside your radius. In one Tucson professional services pack, third place held 21 reviews. In the pack for "ac repair tucson", third place held 349 and the two above it held thousands. Reviews break ties between businesses Google already considers near enough to the searcher. What Do the Tucson Map Packs Actually Show?
Two categories, both run on 2 September 2026 from central Tucson. The professional services businesses are unnamed here because their counts are small enough to identify them, and none of them asked to be in an article. The HVAC counts are public and those companies are not the subject.

The bottom row is the whole article. Third place in one pack costs 21 reviews. Third place in the other costs 349, which is more than sixteen times as many for the same position in the same city.
Why Is the Number Different in Every Category?
Job volume, not marketing budget. An HVAC company running six trucks through a Tucson summer touches more customers in July than a professional services firm sees all year, and every one of those visits is a chance to ask. The category's review counts inflate together because everyone in it has the same opportunity.
A category where the work is slow and considered stays low across the board. Nobody in it has thousands of reviews, so nobody needs thousands to compete. The bar is set by your neighbors, and your neighbors are limited by the same arithmetic you are.
This is why the advice to "get more reviews" lands so badly. It is true and it is useless, because it never says how many, and how many is the only part the owner is actually asking about.

What Happens When You Run the Same Search 20 Miles Away?
We ran "ac repair" twice, once from central Tucson and once from Corona de Tucson, about 20 miles southeast. The two packs had no business in common. Not one.
The company with roughly 3,700 reviews, the clear leader of the whole metro, appeared in neither of them. Three thousand seven hundred reviews could not buy a place in a pack drawn 20 miles from its door. If review count were the ranking factor owners assume it is, that result is impossible.
So "where do I rank in Tucson" is the wrong question, because it has no single answer. You rank differently in the Foothills than you do in Vail, and the honest version of the question is a coverage map: which parts of your service area can you actually appear in, and who holds those pockets today.

Where Do the Reviews Come From?
Completed jobs, not search traffic. This is the part that dissolves the chicken-and-egg problem owners describe to us, where you need reviews to rank and rankings to get customers.
A plumber doing eight jobs a week does about 415 in a year. If one customer in five leaves a review when asked, that is 83 reviews a year, from work already on the calendar. It outpaces a company that has been in business since 1982 and never got around to asking.

Most local businesses sitting at 20 reviews are not short of customers. They have hundreds of finished jobs behind them and nobody ever asked any of those people for two sentences.
What This Measurement Does Not Tell You
Plainly: this is two categories in one city, counted on one day. The review totals come from third-party aggregate listings rather than from Google's own interface, and they disagreed with each other by a few on some businesses, which is why several figures carry a tilde.
We did not measure proximity precisely, control for how long each business has been open, or account for the profile completeness and category settings that also feed the pack. Two categories cannot tell you what yours does. The method above can.
What the numbers do support is narrow and worth having anyway. The threshold is category-dependent, the gap between categories is enormous, and distance outranks volume.
